WACO, TX — Waco police arrested a woman accused of fatally striking a Baylor student with a car in 2016.
On Oct. 6, 2016, 19-year-old David Grotberg was riding his bike on Franklin Avenue when police said 50-year-old Tammy Blankenship Harlen hit the student and drove away.
Grotberg later died from his injuries at Hillcrest Hospital.
