Seven puppies were found cold and starving in a bag outside Houston on Thursday, the Harris County Animal Shelter said.
Investigators responded to a call from a witness who said the puppies were tossed from a car window on Old Mueschke Road off Highway 99.
The small puppies were brought to the Harris County Animal Shelter. They will be placed in a temporary foster home.
