Three duffel bags with a total of 25 puppies were seized by U.S. Customs and Border Protection from a passenger vehicle in Laredo on Sunday.

The driver was attempting to bring the puppies into the United States without proper import permits and vaccinations, a press release from CBP said. The driver was a 28-year-old man who lives in Nuevo Laredo, Tamaulipas, Mexico, but is a U.S. citizen.

"I commend the officers for their keen observational skills and interviewing techniques which played a key role in the discoveries," said Port Director Albert Flores, Laredo Port of Entry.

The puppies were taken to a local animal shelter.

CBP turned the case over to the Laredo Police Department for further investigation.
