Harker Heights Police arrest man in shots fired investigation

HARKER HEIGHTS, TX — A man has been arrested by Harker Heights Police for unlawful possession of a firearm by a felon after multiple reports of shots fired.

Robert Fischman has been charged with two felony charges of unlawful possession of a firearm by a felon and a separate offense of violation of a court order warrant issued by the Killeen Police Department.

On July 15th, 2020, Harker Heights Police Officers responded to a report of shots fired in the 400 Block of Brittany Way.

Upon arrival to the scene, officers found numerous shell casings and evidence of a vehicle crash.

During the investigation process, a second scene was located in the 400 Block of East Veterans Memorial Blvd where a vehicle was located with damages and struck multiple times from apparent gunfire.

As a result of an extensive investigation, Harker Heights Police Department Criminal Investigations Division coordinated with the Bell County District Attorney’s Office on August 11th, 2020 and obtained a complaint authorization for the arrest of Robert Fischman for the offense of unlawful possession of a firearm by a felon.

On August 12th, 2020, Detectives and Officers from the Harker Heights Police Department received credible information that Fischman was at an address in the 600 Block of East Rancier in Killeen, Texas.

He was found at the above listed address and while his arrest was being effected, he was found to be in possession of another firearm.

Fischman was taken into custody without incident and transported to the Harker Heights Police Department’s Holding Facility where a second offense of Unlawful Possession of a firearm by a felon was presented to the Bell Count District Attorney’s Office.

On August 13th, 2020 Fischman was arraigned on two felony charges of unlawful possession of a firearm by a felon and a separate offense of violation of a court order warrant issued by the Killeen Police Department.

Fischman was arraigned by Justice of the Peace Garland Potvin who issued a bond of $20,000 for each offense of Unlawful Possession of a Firearm by a Felon and $10,000 for the offense of Violation of a court order.
