KILLEEN, TX — The Killeen Independent School District said that a former Harker Heights high school teacher was arrested for indecency with a child by sexual contact.
He was arrested by the Lone Star Fugitive Task Force.
The district said that the incident does not involve a student at Killeen ISD. They said when they learned of the allegations, they immediately put James Harper on leave and began a investigation of their own.
He was not a coach of involved with athletics. A parent said that Harper was a history teacher.
According to his arrest affidavit, Harper touched a child over her bathing suit while at Belton Lake in August. The child said that the incident happened again, and Harper asked the child to come into his bed.
Harper asked the child about her sexuality and said, "I wish I could kiss you."
The child told a nurse that it hurt where Harper touched her and said he touched her on her genitals.
Harper has since been terminated and all information was turned over to police to assist in their investigation.
